fixing up clean target on makefile

Changed makefiles to be more usable. We still need some better variable names, and less commenting, but a good base for that work was added.

solving some issues in the build scripts.now it generates apq-mysqlhelp.dll instead of libapq-mysqlhelp.dll in windows and compiles fine in linux again

Created a few scripts, changed two makefiles and gpr files, besides creating a new one referencing the externally built c dll file. All this so apq-mysql could run on windows, which it should, now.
